Scoping Study on SADC Energy Sector Carbon Market Potential

This report provides an overview of the CDM potential and activity in the SADC countries. While the CDM has grown to a multi-billion dollar financing source for clean energy projects in the last decade, Africa has not so far benefitted significantly from this mechanism. Within SADC there are only a handful of projects under development outside of the South Africa. Yet, a number of research and capacity building programmes in the region point to significant potential for CDM projects in the SADC energy sector.

To verify this potential, the Norwegian Embassy, Mozambique, on behalf of the SADC Secretariat, commissioned Econ Pöyry to conduct a desk review of CDM potential in the SADC Energy Sector. The purpose of this review is to provide a comprehensive picture of CDM activity in the region, assess overall CDM potential, and provide the basis for a SADC CDM Action Programme that would target specific capacity building and project development interventions. The overview covers institutional readiness for CDM, previous capacity building programmes in the region, the current project pipeline and the qualitative assessment of sub-sectoral CDM potential.
